French MPs voted a 0.055 euro per GB tax: on the reported 210 GB PS5 download, GTA 6 would cost 11.55 euros more, but not for November downloads.

French MPs voted on Friday, October 30 for a tax of 0.055 euro per gigabyte sent to French internet users, and GTA 6 has become the example everyone quotes. With the 210 GB reported for the PS5 version, Clubic works out an extra 11.55 euros per download. The text is far from final, though, and it should not apply to November 19 downloads.

The amendment, tabled by Socialist MP Laurent Lhardit, passed 11 votes to 10 as part of the 2027 budget, against the government's advice, Clubic reports. According to Journal du Coin, it is numbered I-1358 and creates a "tax on digital data producers": internet providers would count each quarter the volume every sender delivers to their subscribers, without looking at content. The rate is 0.055 euro per gigabyte. The stated aim is to make Google, Meta, Amazon, Netflix and Akamai contribute, as they account for half of the traffic.
The sum is simple: 210 GB times 0.055 euro is 11.55 euros, about 14% of the 79.99 euro standard edition, according to Clubic. Two caveats. The 210 GB figure is still a leak relayed by PlayStation Game Size, covered in our file size article; Rockstar has confirmed nothing. And the tax would target the sender of the file, meaning the Sony or Microsoft store and its delivery network rather than Rockstar, with no guarantee it would be passed on to players.
Per Clubic, since the measure sits in the 2027 budget, November downloads should not be concerned. The text still has to go through further parliamentary readings and may disappear. The government itself questioned its feasibility, says Journal du Coin, which also notes a cap of 15% of French turnover, with the text unclear on whether a 2% worldwide turnover limit also applies. The charge would apply again on every reinstall, which matters for a game this size; we worked out download times in this piece on connection speeds.

The boxed edition only contains a download code, as explained in our boxed edition article, so buying in a shop does not avoid the download.
For now, nothing changes: prices stay at 79.99 euros standard and 99.99 euros Ultimate, as on our price page. The amendment shows that game file sizes have become a political topic in France. If the tax survived Parliament, the question would apply to every big 2027 download, GTA 6 first.
