The same article says some reviewers are already playing, having reportedly received codes in late October, with more going out to gaming and tech outlets over the next two weeks. Reviews are due on November 18, one day before launch. In the sources we checked Rockstar has published no embargo date: the claim comes from Mashable alone and awaits confirmation.
If it holds, first scores and detailed verdicts should land the day before release, not earlier. Footage circulating until then would not come from authorized reviews.
