SVG reports Rockstar's rules ban console mods, cross-game mixing and unapproved monetisation, so mods would have to wait for a PC version that has not been announced.

Will GTA 6 have mods at launch? Not on consoles, according to SVG, which describes a revised set of rules from Rockstar Games. We could not read Rockstar's own text, so everything below is as reported by the site.

SVG says the guidelines cover all Rockstar IPs, including GTA 6, GTA 5 and Red Dead Redemption 2. Still off limits: story content, characters and missions, and multiplayer, except for creators recognised by the Rockstar Creator Platform, for GTA Online for example.
Per SVG, new bans include mixing franchises (no Arthur Morgan in GTA 6), moving map elements between games, monetising mods without Rockstar's permission, and infringing third-party IP.
The site writes that console mods are prohibited and would need official support to work anyway. SVG concludes there will be no mods at the November 19 launch.

No PC version is announced. SVG mentions the first half of 2027 without Rockstar confirming; that is an estimate, like Michael Pachter's on the BBC. Our release page sticks to confirmed facts.
If SVG is right, modders wait for a PC port with no date, under tighter rules than GTA 5 single-player. Worth checking at the source once Rockstar publishes or clarifies.
