NOOSE has a face in GTA 6. According to ComicBook.com, the federal unit introduced in GTA IV shows up in the launch trailer Rockstar Games released this week, as its Tactical Response Unit. No written announcement comes with it: the evidence is on screen.

NOOSE, the National Office of Security Enforcement, is Rockstar's parody of the US Department of Homeland Security. In GTA IV it plays a major part in the story, and it is also the unit sent in at higher Wanted Levels. It returns in GTA V without the same narrative weight, ComicBook.com points out, but it is still deployed at high Wanted Levels.
For GTA 6, the outlet draws its conclusion from the trailer: the Tactical Response Unit is visible, hinting at big chases with law enforcement in Leonida.

A uniform in a few seconds of footage is not a gameplay breakdown. Rockstar has not explained how NOOSE works, at which Wanted Level it steps in, or whether it matters to Jason and Lucia's story. The trailer has already stirred debate elsewhere, such as the downgrade argument.
ComicBook.com adds that policing has been rebuilt for this game, with a more advanced and immersive system. NOOSE arriving in GTA IV or GTA V feels neither realistic nor immersive, and the site wonders how Rockstar will balance it. That is the outlet's question, not something the studio said.
GTA IV is often named the series' most accomplished entry for writing, and it laid much of the groundwork for modern GTA, the same source recalls. Seeing one of its best-known elements come back signals continuity while details keep surfacing, like the sweat system Bloomberg reported. The release date stays November 19, on the release page.
Little in practical terms: seeing NOOSE says nothing yet about its real role. It does confirm that Rockstar is reusing GTA IV staples, and gives chase fans a first hint at the intensity expected at high Wanted Levels. The rest will come from the final game.
