Rockstar wants Lucia to be the face of its next generation. GAMINGbible relays comments from Rockstar writer Alexa D'Agostino, speaking to LOVE Magazine: in her words, Lucia can stand tall next to Arthur Morgan and Niko Bellic.
According to GAMINGbible, D'Agostino says Lucia drives many of the story's decisions, at times naive, fearless and ambitious. The quote: "Lucia had to be someone who wanted a better life for herself, and wouldn't let the obstacles in the way of that life stop her getting it." And further: "There are many badass women like her, just as there are many men like Jason. We just focused on capturing that."
She adds that the goal was a fully realized person, "perfectly imperfect", with clichés but also something "undeniably real". That line comes right before the comparison with Arthur Morgan and Niko Bellic.
GAMINGbible frames it that way, calling her the studio's top choice to embody the next generation. The quote itself says less: D'Agostino describes a character able to "stand tall next to" Morgan and Bellic, not a ranking. We have not read the original interview, and the nuance matters: the headline amplifies what the writer said.

The October 15 launch trailer puts the duo up front, with a very present Lucia. Rockstar has always built campaigns around its leads, and this statement fits that pattern. It also matches what we wrote about the couple's seemingly modest ambitions in our piece on Jason and Lucia's American dream.
One caveat: the same outlet finds Jason blander, going by the trailers. That is GAMINGbible's opinion, not Rockstar information, and nobody has played the campaign.
Nothing concrete about the game: no new gameplay fact, no date. But it is one of the few times a Rockstar writer has spoken about the intent behind the character, and it sets the bar very high before the first reviews.
