Phil Hooker, Rockstar's director of technology, says things have still changed in recent months, according to Bloomberg's Jason Schreier. No delay is mentioned.

"The game is never completely settled." The line comes from Phil Hooker, director of technology at Rockstar Games, quoted by GamesRadar+ from a video by Bloomberg's Jason Schreier.

What exactly did Phil Hooker say?

Schreier, who wrote a long report on the making of the game, went back over his interviews in a YouTube video. There, according to GamesRadar+, he explains that Rockstar's leadership gave him no major reason for the successive delays: the game simply was not ready, and the different parts were not coming together the way anyone wanted.

Hooker adds: "We never have an exact blueprint. Even within the last few months, we've changed things." The studio does not say which things, and GamesRadar+ does not specify either.

Is this worrying a month before launch?

Not in itself. GamesRadar+ writer Anthony McGlynn points out that this is common in the industry, even outside releases of this scale: teams keep adjusting up to launch day and right after, hence day-one patches. An open world this large cannot be locked in one go. For a physicist, it is the textbook system that never reaches equilibrium: you simply stop measuring on a given date.

The line also needs its context. We explained why the game is coming out so late, drawing on the same Bloomberg report. Nothing in Hooker's remarks hints at a new delay. Release stays set for November 19, 2026 on PS5 and Xbox Series X|S, and review copies are expected to go out before the end of October.

What we still do not know

We do not know which elements moved recently, or whether a day-one patch is planned: Rockstar has announced nothing on that front. The studio also says, again per GamesRadar+, that drones have hovered around its windows to catch a glimpse of Leonida, which gives an idea of the pressure around the final stretch.

Why it matters

Nothing on the date, but a useful reminder: the version arriving November 19 is not a frozen snapshot, and fixes would be no surprise. All confirmed information is gathered on the release page.
